Program Overview by Funding Stream

SERCO of Texas delivers workforce development services through multiple federally and state-funded programs designed to support job seekers, youth, and families. Services are provided in partnership with local Workforce Development Boards in each region, ensuring programs are aligned with community needs and regional workforce priorities.

WIOA Adult & Dislocated Worker (DW)

The Workforce Innovation and Opportunity Act (WIOA) Adult and Dislocated Worker programs provide employment and training services to individuals seeking to enter or re-enter the workforce. Services include career counseling, job search assistance, resume development, and access to training programs aligned with high-demand occupations. Participants may receive individualized career services, supportive services, and training assistance to help them secure employment and achieve long-term career growth.

WIOA Youth (In-School & Out-of-School Youth)

The WIOA Youth program serves young individuals, including both in-school and out-of-school youth, with a focus on those facing barriers to education and employment. Services include job readiness training, career exploration, tutoring, leadership development, and work experience opportunities. The program also connects youth to education pathways, such as high school completion and postsecondary training, while providing supportive services to ensure participation and success. Services are delivered in alignment with the 14 required WIOA Youth program elements, ensuring a comprehensive approach that supports academic achievement, workforce readiness, and long-term career development.

RESEA (Reemployment Services and Eligibility Assessment)

The RESEA program supports individuals receiving unemployment benefits by providing reemployment services and ensuring eligibility requirements are met. Participants receive career counseling, job search assistance, labor market information, and referrals to training or other workforce programs. The goal is to help individuals return to work as quickly as possible while maintaining compliance with unemployment program requirements.

Employment Services (ES)

Employment Services provide essential support to both job seekers and employers. For job seekers, services include job referrals, resume assistance, job search support, and access to labor market information to help individuals secure employment. For employers, services focus on connecting them with qualified candidates, supporting recruitment efforts, and addressing workforce needs. These services are available to the general public and serve as a key entry point into the workforce system, helping align talent with business demand.

Child Care Services (CCS)

The Child Care Services program supports eligible families by providing assistance for childcare. This enables parents to work, attend school, or participate in workforce training programs. SERCO works with childcare providers and families to ensure access to safe, reliable, and affordable childcare, helping reduce barriers to employment and supporting family stability. The CCS program helps low-income Texas families pay for child care through scholarships. CCS also supports the quality of child care across the state.

TANF Choices & SNAP E&T

The TANF Choices and SNAP Employment & Training (E&T) programs support individuals receiving public assistance by helping them prepare for and obtain employment. Services include job readiness training, job search assistance, and referrals to education and training opportunities. These programs focus on increasing self-sufficiency by helping participants transition into the workforce.

Rapid Response

Rapid Response services assist workers and employers during layoffs or closures. SERCO provides early intervention services, including information sessions, job search assistance, and connections to training resources to help affected workers quickly transition to new employment opportunities.

Vocational Rehabilitation (VR) & Veterans Services (TVC)

SERCO supports specialized populations through programs such as Vocational Rehabilitation (VR) and Texas Veterans Commission (TVC) services. These programs provide targeted employment support, career counseling, and job placement assistance for individuals with disabilities and veterans.

Texas Rising Star (TRS)

Texas Rising Star (TRS) is Texas’ quality rating and improvement system for child care providers, designed to support high standards in early childhood education. The program helps providers strengthen the quality of care they offer through ongoing assessment, professional development, and continuous improvement, while giving families confidence in choosing child care that supports their child’s learning and development.
